I was able to implement support for info and operations extensions via the public class DocumentFilter : IDocumentFilter

public void Apply(IHttpRequestDataObject request, OpenApiDocument document)
{
if (!document.Info.Extensions.ContainsKey("x-ms-keywords"))
{
document.Info.Extensions.Add(
"x-ms-keywords",
