• Update README to reflect .NET versions

Notebooks

• start_here.ipynb is this where users are supposed to start? If not, let's remove this one since the title says it's about getting embeddings.
• Get_embeddings.ipynb We should be more specific by deployment name that it needs to be an embedding deployment, not GPT.
• Embedding_long_inputs.ipynb For the expected token limit we need to document that this error is expected.

Environment

• When running in Codespaces, the first cell I run I get this comment. Rerunning fixes it.

This is an issue in .NET Interactive, the command failed is not the one running the code but HoverText.
