Create required assets for parking sensor ingestion process. These include, but not limited to:

Fabric lakehouse
Delta lake schemas and tables
configuration folders
Fabric environment (should include required public libs)
KeyVault
AppInsights

Most likely these will be part of IaC (terraform scripts).

DoD:

Confirm with the team on these assets being part of the IaC.
Agree on the names and locations (Agree on the Lakehouse setup for Parking sensors data #840 is complete.)
