Not able to switch to slave 

Hi i am trying to validate gptp on two custom boards which are connected back to back. When I run gptp on both boards, it always one board acts as master another board always slave. When I switch forcefully using -T and -L options slave side it reports "Received follow up but there is no valid link delay print" coming.

Could any please suggest what is going wrong?
