Allow a data set summary to re-imported from Monitor via the UI

We have received several requests to re-sync Monitor data into MERIT due to errors in the supplied site data.

Allowing this to happen via the UI would be helpful.

Add an icon to the actions next to a data set to re-sync it.

Rules:

1. A data set associated with a report cannot be re-sync'd. It must first be removed from the report.
2. Only site admins can re-sync a data set?
3. Should we require the data set to be made "started" first or just reset a "finished" data set to "started"? Planned / sync-error data sets cannot be re-syn'd.
4. Only Monitor data sets can be re-sync'd.
5. The user must have a project role to re-sync a data set (this is requirement to allow the Monitor authorization to work correctly)

Rules in ecodata need to be changed to handle the site re-assingment
