Split into states and remove private data. Source data is in: s3://ala-uploaded-datasets/inaturalist-sensitive-exports/202412

Initially faced issues with downloading the file.
Successfully downloaded a 3.5GB file. Set up a local environment and utilized existing code to split the file. Generated CSVs and ZIPs, which are uploaded to the S3 bucket.
