[Feature request]: 支持对 blocklet.yml 中的 version 进行检查 #7

比如：意外将 blocklet.yml 中的所有变动丢弃时，blocklet.yml 中的 version 会变成 0.9.4 ，但是应该是 0.95：

version-check 的检查此时是通过的：

这时候CI/CD 中的 upload store 执行就会失败：
