Edit the keyboard layouts to your language, remove what's not needed, and add new ones if you need. Make sure the names of the layouts include you pack-name (klingon).

They're under languages/klingon/pack/src/main/res/xml. Replace klingon with your language name.

EDIT: I just noticed this issue is four months old.

Maybe you're not interested anymore, but if you still want to create a new language pack, you might find Android's documentation for keyboard layouts handy.
