[Feature]: GitHub setup Action to support other package managers

Context

Today, our GitHub setup Action is working for yarn pnp.

Proposal

We may want to consider support for yarn 1, yarn with node-modules and/or npm.

To be discussed if we want to enhance the Setup Action or create a separate one that will handle caching.
We also have to take into account support for private registries.
