What happened?

I am not able to obtain a Vibranium Template from Suspiciouos Soul Sand in a Bastion. I looked in both/all variants of bastions, used a brush on Soul Sand, and do not receive a template. I was told in Discord that it should be 100% chance, however I have tried brushing ALL Soul Sand in both versions of the bastion. My latest attempt I heard the Soul Sand breaking like glass (and disappeared) indicating there was some special event tied to it, but did not receive a template.
