[FEATURE] Create a windows installer

Although the installation has improved a lot I think it might be a good idea to create a windows installer

I've already did some Windows Installer MSI with https://wixtoolset.org/
So I can help on this thread.

I assume the plugin will be installed in the Software plugin repository (in c:\Program Files\QGIS3...\python\plugins) is that ok?
As the installer will require admin rights to write there, the user might later not be able to change any File.

Is that ok so?

Ooohh! Amazing @ltbam ,If so. It would also be nice if the exe installed all the external libraries too.
