[Feature]: Empty fields in issue creation template are not removed

Problem Statement

When creating an issue like this, if you leave the non-mandatory fields empty, they will still appear in the overall preview of the issue and final issue message.

Proposed Solution

We can check if the non-mandatory field is empty we will remove that entire section from the final message.
