Develop the server that will handle requests to the ledgers-bank-account-access-rest-api and communicate with the service layer.
Steps:

Implement a server to process incoming requests and forward them to the service layer.
Ensure the server can return appropriate responses to client requests.

Acceptance Criteria: The server is fully functional and integrated with the REST API and service layer.
