A summary explanation of how the Budget page works

The budget page doesn't really have any information on how it actually works, it's unclear what happens once the submission is approved, where does the payment go, how do I check which wallet is linked to my account? etc. Even just a few sentences explaining this would be helpful. 

All the other help / about refers to just kredits, whereas the budget page is just btc.
