Self closed reports should not deduct reputation

Now I have to wait for the maintainer to mark a report as informative, rather than closing it myself.

I think if something is definitely not a vulnerability, a maintainer will mark it as n/a immediately. So it doesnt make sense to deduct points for self closed issues.
