Make a release of nbgitpuller

We merged jupyterhub/nbgitpuller#359 recently, and I think it's a good time to try out making a release.

Since jupyterhub/nbgitpuller#359 handles a jupyter server version difference, we should also take a quick check to see if there needs to be a minimum version bump in https://github.com/jupyterhub/nbgitpuller/blob/f415428299becf559a46b192b080f09faa451df6/setup.py#L33

Definition of Done

• We determine if there needs to be a bump in the jupyter server version
• New release of nbgitpuller is out
• Experience of making this release is reported back in Round 1: Strategic upstream OSS contributions #5058
