Example curl command returns {"status":500,"message":"Something went wrong"}

Running on docker swarm and I get this cryptic error message after setting up and running the test curl command. In the api container log I see this line, which looks like it might be the problem:

Server: (failed to createVerifiedAccess), could not get activeKeyset

I have exactly the same problem. The output of /health on the api endpoint shows:

But any other calls fail.
The message "Make a request with a valid bearer token to initialize" puzzles me. I would not get this output without a valid bearer token, right?
The sync container seems to work fine. Both containers seem to be able to talk to each other via the manual bus config (I have debug logging enabled).
