polycli monitor: after exit on error, strange terminal behaviour #476

start polycli monitor
stop rpc
polycli monitor exit on error
start rpc
I want to start polycli monitor again using the same command. Press "arrow up" on my keyboard, but I cannot get the last command and see some strange character in terminal
